San diego association of governments (sANDAG)

Bluebird Advisors is assisting San Diego Association of Governments (SANDAG) to redevelop the Navy’s Old Town Campus site. Bluebird is providing strategic, commercial, and financial advisory to SANDAG in its partnership with the Navy. Bluebird is working with SANDAG to develop commercial terms for its negotiations with the Navy and developing and conducting feasibility analysis of P3 options. Bluebird is also assisting SANDAG identify funding options, including exploring value capture mechanisms.

SANDAG is exploring a Central Mobility Hub to improve regional connectivity, including to the San Diego International Airport. The Central Mobility Hub concept would include a state-of-the-art transportation center with a direct connection to the airport including connections to the Trolley, COASTER, Amtrak Pacific Surfliner, Rapid transit, local bus, and future transportation options, offering passengers a one-transfer connection to the airport from major destinations in the region. The project will also create transit-oriented development opportunities that will bring additional economic benefit.

New Jersey Transit (NJT)

Bluebird Advisors is advising NJT on alternative delivery models for a new state-of-the-art bus facility. The planned facility will house up to 500 buses for maintenance and repair and may be delivered as a P3. We are advising NJT on delivery models, project feasibility, value for money analysis, and financial and commercial terms.

Bluebird Advisors is also advising NJT on its role for the Gateway Program and the Gateway Development Commission.

Massachusetts Bay Transit Authority (MBTA)

Bluebird Advisors has advised MBTA on alternative delivery methods on its major capital projects. Bluebird assisted with financial capacity analysis, proposal review, and negotiation strategy to support MBTA in its new outdoor advertising contract, which features innovative performance requirements and bundling of maintenance elements. We have also advised MBTA on implementation of the innovative Fare Transformation P3, including review of contract milestones and review of the business case. Bluebird Advisors is currently advising MBTA on its P3 for fiber optic installation along its commuter rail line.

California High-Speed Rail Authority

Bluebird Advisor’s Principal, Michael Tran, is advising the Authority on its major procurements for elements of the high-speed rail infrastructure, including civil works, track and systems, and rolling stock.
